[1] (a)(ii) Is water a public good? Justify. [2] Excludability [1] For a resource such as water from river, stream or underground water, it is non-excludable. It is too costly and almost impossible to restrict the benefits to those who pay for them (this is only in the case of water which runs across areas like the Mekong River which cuts across countries/Yangtze River – cuts across different states). It is available, free of charge to anyone who wants to use them. OR However, water in cities, provided by the state municipality, is excludable. Households or plants can be prevented from using this water by cutting supply. Rivalry [1] Water is rivalrous. The consumption of water decreases the amount available for the next person e. g. wells dry up if too many households dig wells and draw down the amount of underground water available. Rivers dry up if too many farmers divert water for irrigation. OR Clean drinking water that has been properly treated and purified is finite. One person’s use of the water diminishes other people’s use of it. Hence, water is not a public good. (b)(i) With the aid of a diagram, explain why â€Å"prices of water in China remained only about a third of the world average†. Externalities are defined as spillover effects to the third party arising from production or consumption activities. In the presence of negative externalities, marginal social cost (MSC) will be greater than marginal private cost (MPC). This is because the marginal social cost takes into account the marginal external cost. MSC=MPC +MEC (MEC) to the third party, in this case, ruined crops of farmers, health problems etc. From Fig 2, MSC is above MPC. Private equilibrium occurs at Qp where MPB = MPC. The socially optimum level, however, occurs at Q*where MSB = MSC. There is an overproduction of the good. At the private output Qp, MSCMSB and society will be better off if one less unit is produced. For all the additional units produced in excess of Q*, the welfare loss is represented by triangle abc. (c)(i) If you were the Minister for Environment, explain whether the water industry should be privatised. (indicated in the revision package to ignore this qn. ) [6] c)(ii) Evaluate the effectiveness of the current measures taken by the government as mentioned in Extract 1 as well as one other measure to reduce water pollution in China. Imposing water quality standards Advantages: Ensure that the current water supply available will be of a quality standard and hence less external costs arising from the consumption of unclean water. Disadvantages: Difficulty of monitoring in a big country like China especially in rural areas. Since water is provided by local governments, they will incur the cost in ensuring the quality of the water. Forcing heavily polluting industries to close Advantages: Less water pollution and hence less money wasted in cleaning up water. Also, there would be more clean water available for consumption. Disadvantages: The industries may relocate to another country, e. g. India. This affects the economic growth of the country especially now that China is opening up its market. Also, the closure of the industries may lead to laying off of local workers and this may result in unrest. Expand the use of alternative sources such as rainwater and recycled sewage Advantages: Reduce dependency on the original sources of freshwater and hence the cost of getting more water from these rivers e. g. building of canals. Disadvantages: Takes time to come into effect. May require high cost in turning these alternative sources into fresh water for consumption. Tax on pollution An ad valorem or a specific tax can be imposed on firms who are involved in the pollution. The tax will add on to the costs of production and hence causing the supply curve (MPC) to shift up. The tax is effective in reducing water pollution if it fully internalises the marginal external cost. i. e. the amount of tax imposed is exactly the same as the amount of MEC. Taxes imposed must thus be flexible so that they can be varied to reflect changes in MEC. However, it is difficult to measure the marginal external cost and hence the amount of tax to be imposed. Also, the effectiveness of the tax depends on the price elasticity of supply. As for controlling supply, as seen from Figure 1, supply fell from 2000 onwards, which could be a sign of the plan working. [5] The increase in the projected soybean exports could be due to an increase in the production in Brazil which is fuelled by an increase in demand and supply. Due to the increase in the prices of oil, according to the law of demand, quantity demanded of oil will decrease. This will lead to an increase in the demand for biofuels because oil and biofuels are substitutes. With a rightward shift in the demand for biofuels, the prices of biofuels will increase and quantity supplied for biofuels will increase as well. With a higher quantity supplied for biofuels, the demand for soybean will increase because soybean is a factor of production for biofuels. (2m) There is also an increase in the supply of soybean due to the improvement in technology, which resulted in development of new varieties of soybean suited for the rainforest climate. Therefore, the improvement in technology lowers the costs of production and suppliers will find it cheaper to produce soybeans now. As a result, they will produce more and supply increases. [8] Agriculture contributes to climate change The expansion of agriculture sector resulted in clearing of vegetation and deforestation for more farmland and this has led to less plant resources to store carbon, contributing to higher emission of green house gases and adverse effect on the climate. The use of intensive farming methods and modern farming techniques emphasizes farm productivity. The use of heavy machinery and industrial pesticide in intensive farming has similar negative impact on the environment. Widespread use of pesticides destroys farmland food chains and at the same time, a substantial portion of pesticide residue ends up in the environment, ca using environmental pollution and biodiversity decline. However, if there are policies adopted by the agriculture sector or any forms of government intervention to reverse the damage of agriculture on the environment, e. . incentives to encourage the practice of non-intensive farming and reforestation programme, then the agriculture sector may not lead to adverse climate change. Climate change adversely affects agriculture Climate change can in turn affect the quantity and quality of the harvest of agriculture produce. The changing climate conditions lead to wider fluctuations in supply, since supply of agriculture products is price inelastic, this has led to instability in the prices of agriculture products causing the income of the farmers to fluctuate more severely. Thus, climate change has significant impact on the agriculture sector. However, the government often adopts policies to stabilise food prices by setting price control (price ceiling on major staple food) to ensure consumers are protected against rising food prices and/or protect the income of farmers through farm subsidies. These measures will reduce the adverse effect of a climate change on the producers and consumers in the agriculture sector. (d) Explain how the system of tradable obligations works and evaluate if the government should use such a policy. [8] System of tradable obligations Each year, the government decides how many acres of land should be devoted to non-intensive farming and decides on the number of tradable obligations to be allocated to each farmer. Each obligation specifies the acreage the farmer is required to farm in a nonintensive manner. If a farmer wishes to farm intensively, he can pay another farmer who practises non-intensive farming to take up his obl igation. Strengths of tradable obligations This system recognises that different types of farms are of different efficiency levels when it comes to farming techniques. Intensive farms would pay efficient nonintensive farms to relieve them of their obligations. Both intensive and non-intensive farmers can gain as intensive farmers would probably pay less than if they had to devote resources to farm non-intensively themselves. Non-intensive farmers would probably get paid more than what it cost them to take over the obligations to farm non-intensively. A market-based system like this would be economically efficient and this would help sustain non-intensive farming and farm-reliant communities. The system would be flexible and easily adaptable to changing economic and environmental conditions since a different target for non-intensive acreage could be set each year. Both the systems of tradable obligations and farm subsidies encourage nonintensive farming but comparatively, tradable obligations could cost the government far less than if it should adopt a system of farm support and subsidies which causes more distortions. Limitations of tradable oblig ations The government may have to decide on what is an appropriate or optimal number of tradable obligations to issue each year. If too low, may not lead to significant cuts in external cost of intensive farming methods. If too high, may cause even greater welfare loss to society, thus the government needs to have good knowledge of how the agriculture sector operates and the alternative technology that could be adopted by the sector in reducing the external costs. Monitoring to ensure that farmers fulfill their obligation of non-intensive farming and tracking where the obligation has been traded, and continual inspection to ensure compliance may incur further cost in the implementation of the system. [12] (b) To what extent do you agree that the government should stop controlling the price of air tickets? 13] Part (a) Define price floor, in the context of the domestic market for Malaysian Airline tickets. Illustrate the price floor by means of a diagram. [15] Part (a) Introduction Define efficiency in resource allocation: Economic efficiency in the allocation of scarce resources is achieved if it is not possible to change the exist ing resource allocation to make someone better off without making someone else worse off. Explain the meaning of inefficiency in resource allocation: Resources are allocated in a way whereby social optimal level of output is not met. Society welfare is compromised when resources are allocated in a way that no right type or amount of the good is produced or the good is not produced at the lowest possible cost. Body: Explain and give examples of private costs, external costs, social costs ? Private costs to individual producer include explicit cost of producing the good. For example, cost of inputs such as cost of raw materials/semi-finished goods (steel), cost of capital such as machines, cost of labour such as wages of workers and cost of land such as rent of factory space. There is also the external cost to the society of implied depletion of natural resources such as clean river. ? External costs refer to costs incurred by 3rd parties who are not directly involved in the production / consumption of a good/service and these 3rd parties are not compensated for the damage done to them. ? In this example, the external costs to 3rd parties include the harmful effects on the health of people around the industrial area such as skin diseases or illness related to consumption of contaminated water, thus resulting in medical bills incurred and these 3rd parties are not compensated for the damage done to them. Due to the existence of externalities, social cost of producing the good is the sum of the private and external costs. A tax on production has the same effect as an increase in the cost of production of the firm. The tax shifts the firm’s marginal private cost curve vertically upwards by the full amount of the tax. If the tax is calculated to reflect accurately the marginal external cost the firm inflicts on a third party, the firm is then said to internalize the external cost. The resulting higher cost now induces him to reduce production to an amount equal to OQs which is the socially optimum output level where the marginal social cost is equal to the marginal social benefit (MSB = MSC). The welfare loss arising from overproduction is thus eliminated. Evaluation Fair because it is according to the ‘polluter-pay’ principle. Many economists favour the tax solution to correct externalities because it still allows the market to operate. Hence, benefits of consumer sovereignty and the automatic working of the price mechanism prevail. Hence, it promotes efficiency. It also forces firms to take on board the full social costs of their actions. Thus, it is fair because it is a ccording to the polluter-pays principle. The tax thus acts as an incentive over the long run to reduce pollution: the more a firm can reduce pollution, the more taxes it can save. By taxing firms for polluting, producers may be encouraged to find cleaner ways of producing an output. The main problem of using this method is that there is imperfect knowledge. The damage from pollution is extremely difficult to assess. It is also difficult to apportion blame. For example, the damage to lakes in China has been a major concern. However, just how serious that damage is and what are its monetary costs, are difficult to assess. An overestimation or underestimation of the size of the external cost would mean either a less than or more than social optimum level of output respectively. Other problems include the need for manpower to assess the tax. This imposes an additional burden on the government. Better than fines because there is incentive to look for more eco-friendly way of producing the good Tradable Permits Emissions trading (or emission trading) is an administrative approach used to control pollution by providing economic incentives for achieving reductions i n the emissions of pollutants. It is sometimes called cap and trade. A central authority (usually a government or international body) sets a limit or cap on the amount of a pollutant that can be emitted. Companies or other groups are issued emission permits and are required to hold an equivalent number of allowances (or credits) which represent the right to emit a specific amount. The total amount of allowances and credits cannot exceed the cap, limiting total emissions to that level. Companies that need to increase their emissions must buy credits from those who pollute less. The transfer of allowances is referred to as a trade. In effect, the buyer is paying a charge for polluting, while the seller is being rewarded for having reduced emissions by more than was needed. Thus, in theory, those that can easily reduce emissions most cheaply will do so, achieving the pollution reduction at the lowest possible cost to society. Evaluation Like taxes, it is market-based solution. Thus, allows market to operate – promotes efficiency in resource allocation. Incentive for firms to reduce pollution esp. if the permits are sold by the govt and not allocated free. Enforcement issues – if pollution permits are to be successful then firms need to be regularly policed and inspected. This clearly will be expensive and therefore involves an opportunity cost issue. Difficult to determine what is the level of permits to be issued to begin with? This is the most important issue, as if too many are issued (possibly by governments under political pressure) then the price of permits will collapse and the system will be rendered ineffective. It is impossible to accurately measure emissions. If output levels are used as a guide to pollution, then this ignor es the possibilities of low emission technology. Permits lead to increased costs for firms which will damage their international competitiveness. This could lead to inflation if firms pass on higher costs to consumers. Pollution permits will only be effective if introduced on a global basis as firms will otherwise switch production from one country to another. Rules and regulation: Penalty/Fines The government can impose severe penalty such as fines on factories which release toxic chemical wastes into river system. In a way, this will act as deterrent to the producers in contributing to water pollution in China. Evaluation: It has the power of law behind it (ie it is enforced by the state). Such laws can lead to a change in behaviour. Fines provide an incentive to change behaviour / a deterrent against bad behaviour. Simple to understand/easy to implement. Regulation provides a quick solution / immediate impact. Regulation backed up by fines will raise government revenue. This could be used to correct the negative externality or to compensate those suffering from the negative externality. However, it is a blunt weapon to discourage water pollution. Affects all firms equally. There is no incentive to look for more environmentally-friendly ways to produce the goods. Difficult to estimate the correct amount of fines – same problem as tax. The government has to employ supervisors to monitor or closely watch pollution emissions from industrial, farming and other sectors. This entails administrative costs which can be very substantial in some countries. The government has to weigh the costs and benefits to assess the effectiveness and desirability of this measure. If the benefits derived from successful implementation of measure i. e. cleaner rivers are greater than the costs incurred in channeling resources towards employing supervisors and conducting monitoring checks, then this measure should be adopted by the government. Licensing To control the total amount of pollutant emissions, authorities will devise a license system for emitters of wastewater containing toxic or radioactive materials. Without the license, enterprises will be banned from discharging pollutants into water. Evaluation: For smaller firms which are not able to afford the license, they will have to stop production completely. This may lead to retrenchment of the workers in that factory which may lead to additional burden for the government to provide financial aid to these workers. With the firm being out of production, it may also deprive the people in the area of the supply of the good. (ranking: 4th)- Not as effective as penalty because the factories are still allowed to discharge pollutants into the river system even though the amount is not reduced. Moral suasion/Educating the public The government can educate the public through schools or via campaigns or media to reinforce the message of the importance of keeping the rivers clean or eliminating the problem of water pollution in China. Awareness of the negative consequences of water pollution such as related illnesses, reduction in supply of fish or even a threat to their source of drinking water supply can be highlighted. 3) 2008 A Level H2 Essay In 2005 the rate of Goods and Services Tax (GST) in Singapore rose from 3% to 5%. Incomes rose by approximately 4. 5% in 2005. a) Explain the likely effect of this change in GST on expenditure by consumers on different types of goods. [10] [Note: Before we begin this essay proper, it would be prudent to introduce the relevant concepts. In this case Demand, Supply and the Price Elasticity of Demand (PED) are involved. ] The supply of a good is the quantity that producers are willing and able to produce and offer for sale at various prices over a period of time, ceteris paribus. The law of supply states that there is a direct relationship between price and quantity supplied. In other words, it is drawn as an upward sloping curve. On the other hand, effective demand is the desire to possess a good or service backed up by the ability and willingness to pay for a good or service over a range of prices in a given period, ceteris paribus. The Law of Demand states that there is an inverse relationship between price of the good and its quantity demanded. Thus, it is drawn as a downward sloping curve. Price elasticity of demand (PED) measures the degree of responsiveness of quantity demanded to a given change in its price, ceteris paribus. It is calculated by dividing the percentage change in quantity demanded of a good with the percentage change in its price. Demand is price elastic when quantity demanded responds more than proportionate to price changes. On the other hand, demand is price inelastic when the change in quantity demanded of a good is less than proportionate to the change in its price. It would be fair to assume that consumers and producers are rational and seek to maximise satisfaction and profits respectively. Application of Theory and Examples A tax is a non-price determinant of supply and will cause the price at every quantity supplied to rise as producers raise their prices to accommodate the tax commitment (payment) to the government. Hence, the effective supply curve contracts or shifts to the left. With GST being an ad valorem tax, this would also mean that the supply curve will also pivot anti-clockwise upwards while shifting. How the movement of the supply curve will affect consumer spending depends on the nature of the demand curve. Some products have price inelastic demand curves and are likely to see an increase in expenditure while others have price elastic demand curves that are likely to see a fall in expenditure. Price Inelastic Demand: A good example of such a good is petrol or diesel. According to the determinants of PED, motor fuel is a necessity for commercial livelihood and even personal transportation to those who live far away from their work place. Additionally, there are also few substitutes for petrol/diesel as electric power cars are impractical while compressed natural gas modifications to cars force them to sacrifice boot space and possibly even engine power. With this in mind, the following might happen (Fig. 1): [pic] As the price of fuel rises from P1 to P2 due to the imposition of higher GST which reduces supply from S1 to S2, the quantity demanded falls from Q1 to Q2. However, the total expenditure (price x quantity) actually rises from 0P1AQ1 to 0P2BQ2. This is because the percentage fall in quantity demanded is more than offset by the percentage increase in price. Price Elastic Demand: A prime example of this would be holiday packages to Europe, the U. S. and even New Zealand. These are usually quite expensive with rates as high as $3000/head. Hence, as the proportion of income spent is quite high, a change in the price would significantly affect the affordability of the holiday package. For example, a 2% rise in the price due to the change in GST might cause many holidaymakers to switch from visiting Europe to a cheaper destination like Taiwan. It might also be said that holidays to faraway destinations would be considered as luxuries as opposed to trips to Asian countries like Thailand or Vietnam. Hence, as most consumers in Singapore might consider the former destinations to be optional, the increase in price would lead to a greater than proportionate fall in quantity demanded. To illustrate the effect of the higher GST on price elastic goods like holidays to Britain, please refer to Fig. 2: [pic] With a contraction of the supply curve from S3 to S4, the price increases to P4 from P3 and the quantity demanded falls to Q4 from Q3. However, it should be noted that the total expenditure of all consumers has shrunk from 0P3EQ3 to 0P4FQ4. This is because the percentage fall in the quantity demand is more than the percentage increase in its price. It can thus be said the producers of goods with a price inelastic demand would benefit from a rise in the GST (while consumers would suffer and spend more for lesser quantity demanded). However, the Singapore government has decided to cushion the impact of the GST hike by ensuring that household necessities (e. g. washing powder, toiletries, etc) and essential foodstuffs (e. g. bread, rice, cooking oil) sold in government affiliated supermarkets (NTUC FairPrice) are not subject to the GST hike. The revenue from the tax could be used to pay for the external damages from the production of the product. Disadvantages of tax system: There is a lack of knowledge and difficulty in measuring the value of MEC accurately in monetary terms, as externalities are â€Å"unpriced† effects. If the external costs are overestimated, the government may levy excessively high taxes that more than correct for the actual external cost, resulting in underproduction of the good and thus greater inefficiency in resource allocation. Each airline produces different levels and types of externality, and it is administratively difficult and infeasible to charge each airline its own particular tax rate. The extent by which a tax can reduce the externality produced is uncertain, depending on the elasticity of demand for the good. Such goods can be provided by the private producers/consumers as they are excludable, but private producers/consumers either do not provide or consume sufficient quantities or produce/consume too much. Massacre of British Army in Afghanistan in 1842 A British incursion into Afghanistan ended in disaster in 1842 when an entire British army, while retreating back to India, was massacred. Only a single survivor made it back to British-held territory. It was assumed the Afghans let him live to tell the story of what had happened. The background to the shocking military disaster had been the constant geopolitical jockeying in southern Asia which eventually came to be called  Ã¢â‚¬Å"The Great Game.†Ã‚  The British Empire, in the early 19th century, ruled  India (through the East India Company), and the Russian Empire, to the north, was suspected of having its own designs on India. The British wanted to conquer Afghanistan to prevent the Russians from invading southward through the mountainous regions into British India. One of the earliest eruptions in this epic struggle was the first Anglo-Afghan War, which had its beginning in the late 1830s. To protect its holdings in India, the British had allied themselves with an Afghan ruler, Dost Mohammed. He had united warring Afghan factions after seizing power in 1818 and seemed to be serving a useful purpose to the British. But in 1837, it became apparent that Dost Mohammed was beginning a flirtation with the Russians. Britain Invaded Afghanistan in the Late 1830s The British resolved to invade Afghanistan, and the Army of the Indus, a formidable force of more than 20,000 British and Indian troops, set off from India for Afghanistan in late 1838. After difficult travel through the mountain passes, the British reached Kabul in April 1839. They marched unopposed into the Afghan capital city. Dost Mohammed was toppled as the Afghan leader, and the British installed Shah Shuja, who had been driven from power decades earlier. The original plan was to withdraw all the British troops, but Shah Shuja’s hold on power was shaky, so two brigades of British troops had to remain in Kabul. Along with the British Army were two major figures assigned to essentially guide the government of Shah Shuja, Sir William McNaghten and Sir Alexander Burnes. The men were two well-known and very experienced political officers. Burnes had lived in Kabul previously, and had written a book about his time there. The British forces staying in Kabul could have moved into an ancient fortress overlooking the city, but Shah Shuja believed that would make it look like the British were in control. Instead, the British built a new cantonment, or base, that would prove very difficult to defend. Sir Alexander Burnes, feeling quite confident, lived outside the cantonment, in a house in Kabul. The Afghans Revolted The Afghan population deeply resented the British troops. Tensions slowly escalated, and despite warnings from friendly Afghans that an uprising was inevitable, the British were unprepared in November 1841 when an insurrection broke out in Kabul. A mob encircled the house of Sir Alexander Burnes. The British diplomat tried to offer the crowd money to disburse, to no effect. The lightly defended residence was overrun. Burnes and his brother were both brutally murdered. The British troops in the city were greatly outnumbered and unable to defend themselves properly, as the cantonment was encircled. A truce was arranged in late November, and it seems the Afghans simply wanted the British to leave the country. But tensions escalated when the son of Dost Mohammed, Muhammad Akbar Khan, appeared in Kabul and took a harder line. British Were Forced to Flee Sir William McNaghten, who had been trying to negotiate a way out of the city, was murdered on December 23, 1841, reportedly by Muhammad Akbar Khan himself. The British, their situation hopeless, somehow managed to negotiate a treaty to leave Afghanistan. On January 6, 1842, the British began their withdrawal from Kabul. Leaving the city were 4,500 British troops and 12,000 civilians who had followed the British Army to Kabul. The plan was to march to Jalalabad, about 90 miles away. The retreat in the brutally cold weather took an immediate toll, and many died from exposure in the first days. And despite the treaty, the British column came under attack when it reached a mountain pass, the Khurd Kabul. The retreat became a massacre. Slaughter in the Mountain Passes of Afghanistan A magazine based in Boston, the North American Review, published a remarkably extensive and timely account titled â€Å"The English in Afghanistan† six months later, in July 1842. It contained this vivid description (some antiquated spellings have been left intact): On the 6th of January, 1842, the Caboul forces commenced their retreat through the dismal pass, destined to be their grave. On the third day they were attacked by the mountaineers from all points, and a fearful slaughter ensued†¦ The troops kept on, and awful scenes ensued. Without food, mangled and cut to pieces, each one caring only for himself, all subordination had fled; and the soldiers of the forty-fourth English regiment are reported to have knocked down their officers with the butts of their muskets. On the 13th of January, just seven days after the retreat commenced, one man, bloody and torn, mounted on a miserable pony, and pursued by horsemen, was seen riding furiously across the plains to Jellalabad. That was Dr. Brydon, the sole person to tell the tale of the passage of Khourd Caboul. More than 16,000 people had set out on the retreat from Kabul, and in the end, only one man, Dr. William Brydon, a British Army surgeon, had made it alive to Jalalabad.   The garrison there lit signal fires and sounded bugles to guide other British survivors to safety. But after several days they realized that Brydon would be the only one. It was believed the Afghans let him live so he could tell the grisly story. The legend of the sole survivor, while not quite accurate, endured. In the 1870s, a British painter, Elizabeth Thompson, Lady Butler, produced a dramatic painting of a soldier on a dying horse said to be based on the story of Brydon. The painting, titled Remnants of an Army, became famous and is in the collection of the Tate Gallery in London.   The Retreat from Kabul Was a Severe Blow to British Pride The loss of so many troops to mountain tribesmen was, of course, a bitter humiliation for the British. With Kabul lost, a campaign was mounted to evacuate the rest of the British troops from garrisons in Afghanistan, and the British then withdrew from the country entirely. And while popular legend held that Dr. Brydon was the only survivor from the horrific retreat from Kabul, some British troops and their wives had been taken hostage by Afghans and were later rescued and released. A few other survivors turned up over the years. One account, in a history of Afghanistan by former British diplomat Sir Martin Ewans, contends that in the 1920s two elderly women in Kabul were introduced to British diplomats. Astoundingly, they had been on the retreat as babies. Their British parents had apparently been killed, but they had been rescued and brought up by Afghan families. Despite the 1842 disaster, the British did not abandon hopes of controlling Afghanistan. The Second Anglo-Afghan War of 1878-1880 secured a diplomatic solution which kept Russian influence out of Afghanistan for the remainder of the 19th century.

As the car stopped, he caressed me immediately; in synch with the stopping of the engine was the start of us. I say us because I feel like that’s what it is to become intimate with someone, you merge, mesh, mix into some form of a united being. I enjoyed him. Intimacy was an act of passion. It didn’t take love to feel passion, and it didn’t take an appropriate union to become a part of another person. We were one as he kissed me, touched me. I felt him and he felt me. One. â€Å"You like that,† he said, panting like some needy animal. Please be quiet. â€Å"Say it if you like it,† he panted some more. Shut the hell up. â€Å"Is it good?† â€Å"Quiet!† I yelled without realizing that my thoughts were vocalized. He pulled back and stared at me as if I were some whacko, needless to say the look was returned. A quick awkward expression and a not so melodious cry ended the moment. Now, the only sounds we heard other than the heavy breathing of us both was the zooming of passing vehicles. As I licked over my dry lips I recognized the taste of sweat in my mouth, kissing his neck I guessed. As he got up and scooted to ‘his side’ of the van I scratched my head noting that my hair felt like shit. Relaxed hair need not get sweaty; I felt the naps I tried so hard to conceal creeping back into the roots of my follicles. No ‘good’ hair here. His eyes were closed and I could see the moon reflecting light off of his caramel-complexioned skin. I got up and moved, naked, to the front of the van to roll down the windows; the dankness of the vehicle was enough to make me gag. â€Å"When are you going to take me home?† I asked. Without opening his eyes he shrugged his shoulders and gestured for me to shut up. â€Å"I would like to get back before my show... ...ooks, Paw-Paw was the only person in the world to ever call me beautiful. *** â€Å"You are not like me.† I said plainly. I opened my eyes to see that he was no longer listening. One thing about us, we connect during intimacy, but other than that we play tag. I want to tell him, though. Show him my hatred, my love, my curse, and my blessing. And in that van, in the dark of my shadow, we were both as black as we wanted to be. Ideological support for state independence Essay

Introduction In federal polity, there is a need to provide for regulations to balance federal and state authorities. The rights of the state and the federal government should be clearly defined so that there is no infringement of one by the other. There are many cases where states and local bodies feel that their rights are curbed such as usurping of environment related authority by the Federal Government in 1999. (Schoenbrod : 1999). While ideal conditions in a democratic polity cannot be assured, there is a general equilibrium which emerges. It is commonly believed that conservatives are in favor of greater independence to states from federal mandates while liberals are more inclined to give priority to the federal government. The universal applicability of this maxim may be limited by factors such as local interests, lobbies and other issues which may result in cross support by liberals and conservatives. But general veracity of this trend needs to be examined. The legislative collegiate comprises of two houses, the House of Representatives and the Senate. This aspect will have to be thus seen in relation to legislation carried out by both these bodies separately to establish it as a general rule rather than a house specific injunction. Ideological support for state independence from federal mandates receives greater support from conservatives than liberals as conservatives are inclined towards greater self government and prefer limited federal impositions on states as against liberals who generally seek limited state autonomy. The issue is being examined in detail in the light of legislative action in two cases as given below:- (a) Legislative action on H. R. 5 in the 104th Congress. (b) Legislative action on S. 640 in the 102nd Congress Legislative action on H. R. 5 in the 104th Congress Legislative action on H R 5 in the 104th Congress in 1995 resulted in the, â€Å"Unfunded Mandate Reform Act of 1995†,(UMRA), the aim of which was to restrict the practice of inflicting unfunded Federal mandates on States and local governments and provide for Federal Government to pay the costs that are incurred by States while complying with the requirements of statutes and regulations of the central Government. This is also deemed to include costs incurred in providing information of Federal mandates to the private sector and for other purposes. The Act thus seeks compensation for states arising from matters concerning federal mandates. Support of this act would deem to indicate sustainment of the primary thesis of conservatives providing greater support for state independence and liberals being in favor of the federal government. Text of legislation There is a need to specifically study the text of the legislation including its purposes and exceptions. The purpose of the legislation has been indicated as manifold. The main aim, as is normal in cases of state versus federal jurisdictions is to strengthen the compact between the Federal Government and States, local governments, and tribal governments. Given this aspect there is no reason to believe that there should be any resistance to this legislation as it is the constitutional obligation of all elected representatives to support state – federal relationship. The other purpose stated is to end the burden imposed on states, local governments and tribal governments from Federal mandates which displace their priorities and which do not have the full consideration of the Congress. This is a significant purpose from the point of view of the hypothesis under examination for it seeks to end the imbalance which may be caused due to federal imposition on state and local government. Thus support of this legislation will imply that state is being favored vis a vis the federal government. The other stated purpose is also to assist the Congress, in considering proposed legislations for establishing or revising Federal programmes which comprise of Federal mandates affecting states, local government, tribal governments and the private sector by providing information about the nature and size of mandates in the proposed legislation and a mechanism to bring forth this information to the attention of the Senate and House of Representatives before, it votes on the proposed legislation. This too provides a very favorable outlook for protecting interests of states as full information of its impact on states is sought before a federal legislation affecting the state is brought into force. This is a binding feature which will enable legislators to seek full information on a large many acts if put forth before the Senate and the House of Representatives given the nature of legislations in a federal formation as that of the United States of America. The other stated purposes include promotion of informed and deliberate decisions by the Congress on the suitability of Federal mandates in any specific instance and to establish point of order vote on the considerations in the Senate and House of Representatives of legislation which has major Federal mandates. It is also designed to assist Federal agencies while considering proposed regulations which affect the states, local and tribal governments, to have a process to enable the elected and other officials of these bodies to provide inputs when Federal agencies are developing such regulations. Federal agencies are also required to prepare and consider the budgetary impact of the regulations of Federal mandates as these will affect the local and state governments. The agencies of the Federal government are to be enjoined to ensure that small governments are given special consideration in the process. This again is in favor of the local governments what ever their form be and imposes on federal agencies the burden of providing adequate information to these bodies before any legislation is moved especially affecting their fiscal powers or resources. There is strong support for small governments in particular. The final purpose is to establish a general rule that Congress does not impose any federal mandates on states, local governments and tribal governments without providing adequate funding for them to follow these mandates. Thus any support of this legislation can be considered in general as an ideological leaning towards states in the state-federal dyad. Perhaps the limitations given in the Act may provide a holistic projection of its impact. The Act is not to be applied to any provision in a Federal statute or a proposed or final federal regulation which impinges on the constitutional rights of an individual or it establishes or enforces any statutory rights that proscribe discrimination on the basis of race, religion, gender, national origin, or challenged or disability. It also requires for compliance procedures in terms of accounting and auditing procedures with respect to grants and other money or property which has been provided by the Federal government. The provision of emergency assistance is covered in the limitations which are quite natural considering the likely exceptional circumstances which should not restrict or limit its applicability. A final limitation is that of national security and the ratification for compliance of an international treaty as well as the emergency legislation of the President which has been included as a statute by the Congress. While these limitations have been included in the Act, these in no way can be construed to be providing the Federal government exceptional powers over state and other authorities in the normal course and are only applicable when individual liberties are likely to be infringed or an emergency arises. Thus despite the limitations, state authorities continue to find favor in the Act. There were 172 Co Sponsors to this Act which was led by Rep. William F. Clinger, Jr. , Rep. Rob Portman, Rep. Gary A. Condit, and Rep. Thomas M. Davis, who were all Republicans. 172 Co Sponsors in a house of 434 members represents strong legislative support of approximately 40 percent for the Act which could be considered as virtually apriori indication of its approval. This includes four Democrat sponsors for this legislation which suggests some division in the ranks of democrats which may not be purely on ideological grounds given the small percentage involved. While this strong support would have virtually guaranteed passing of this legislation in the Congress, the voting pattern will indicate that there was some resistance which was exclusively from the Democrats and one independent representing a total of 17 percent. This may establish that there are no doubt a percentage of liberals who are opposed to greater independence to states, though even within the liberal body their percentage is limited to approximately 35. 7 percent of the votes placed by Democrats. This decrees that this legislation has support by liberals as well and there may be grounds to believe that the support of liberals is issue based rather than based on ideologies. However there have been mixed reactions to the Bill which is considered by some as teeth less and difficult to implement. (Lund: 1995). A detailed quantitative analysis is being carried out with the help of tables below. The voting pattern as given in Table 1 clearly establishes the hypothesis wherein it would be seen that, Republicans have overwhelmingly voted in favor of this Act with 230 votes or a hundred percent going in for the legislation seeking compensation for the states. The liberal vote is split, with 130 Democrats voting in favor of the legislation and 73 against with one democrat having not voted. A percentage evaluation is being carried out of the votes polled in Ayes and Nays by the two parties in Table 2. It would be seen that 100 percent Republicans have voted for the legislation emphasizing the assumption of support of independence to the states. However the voting pattern of democrats can be seen to marginally challenge the assumption thus, as 63. 72 percent of the Democrats have voted in favor of the legislation, while 35. 7 percent have voted against it. This implies that there is substantial support amongst Democrats for providing compensation to states for Federal mandates which have been imposed against its interests. The issue thus may need consideration in a different light, to see if the pattern of voting by the Democrats has been on a general agreement of principle of fair compensation to the states when it is felt that these have been biased due to a Federal mandate or is it that Democrats too favor state rather than federal support in their approach to state – federal relationship. If the percentage of votes of conservatives and liberals in the percentage of votes polled in Ayes and Nays is seen as in Table 3, there may be some general conclusions which could be arrived at. The percentage of votes in Ayes is 63. 9, Republican and 36. 1 Democrats thus confirming the trend in Table 1 and 2. The overwhelming votes polled in Nays were that of Democrats, which if the single vote not polled is included will lead to conclude that while conservatives do not support federal authorities on issues of federal-state relationship, there may be some difference of ideology amongst the liberals, a percentage of whom may be supporting legislation on grounds which may not be related to specific ideological leanings but on local issues. A summation of the issues covered in the analysis above will reveal that a study of the legislation as enacted including its limitations reveals that there is an overwhelming consideration of the rights of states, local governments and tribal governments in relation to these being infringed upon by the Federal government. For it to be effective, auditors have to use the computer as an auditing tool, audit automated systems and data, and understand the business purposes for the systems and the situation in which the systems operate. The other important uses for networks and computers by auditors are in audit administration. By pursuing new uses for computers and communications, auditors can direct their activities more effectively and improve their skill to review systems information. Automated tools give auditors the chance to increase individual productivity and audit function. The development of auditing in the fast growth of technology, which directly contributes to information technology auditing, internal control standards and guidelines explained by Yang (2004). Technology, electronic data processing, and information system have altered the way organizations handle its business, endorsing operational efficiency and assist decision-making. American Institute of Certified Public Accountants (AICPA) and the Information Systems Audit and Control Association (ISACA), have provided standards to allow and deliver required guidance to auditors. The author demonstrates and suggests how automated tools and techniques have improved the value, efficiency, and effectiveness of audit. This has been stated in internal control over hazardous material where the critical audit’s objective was to review controls over the procurement, distribution, storage, and disposal of hazardous materials. But another standpoint, the author gives an example of workforce reduction program where CAATT used to review the efficiency and effectiveness of this program, personnel information system, and payroll system, the audit was successfully provides senior management with an assessment of the effectiveness of the program. Also how auditor inspected the controls over the closure process of a production plant. In one situation, an audit team helps the organization to determine whether equipment and inventory items were sold at an appropriate price, and properly safeguarded to prevent theft or loss. The CAATT developed for this closure were successfully used and reduced timing of the planning phase generally by more than 50%. As tools become more influential, auditors may use features or services provided in the software that command large amounts of system resources such as processing cycles, communication bandwidth, and storage, and to compete with other users of those resources. One good example, an auditor can request access to a file with a program that will scan each record in the file and can lock other users out until the process is complete. The processing could also require large amounts of network storage space at a time when it is in short supply and could cause a server to crash. It is important to schedule this kind of processing at times when other system users will not be behind or stop them from performing their work. Instead, many audit organizations perform their audit analyses using files copied or archived from the live production files. It is important to understand there is no general model for technology tools appropriate to all organizations. It is also important to understand the increasing dependence on technology to accomplish or support almost all auditing activities. Technology topics make up an increasing percentage of the auditor’s professional knowledge and skills set. While technology background is important in understanding new developments and directions, it is important to continue obtaining new knowledge. Effective use of audit technology tools is important to the achievement of audit activity, but is only a step toward understanding the changes technology in business and the auditing profession. Developing technologies will continuously change the shape of and approach to business controls, and audit approaches and techniques must change appropriately. Another important role for auditors and the auditing profession, is to reassure and support the efforts of providers of systems and new technologies to boost the built-in monitoring and assurance features of systems without considering them as processing overhead or as essentials that contribute to decreased performance. An important role for auditors is just to understand and change with the technologies, but to also explain the effects of this changes to others that are being effect by this.
